Start console apps without any windows

Hstart is really small (~40 Kb), yet it enables you to:

- begin multiple applications in the particular specified order synchronously;

-- start console applications without having any windows in the particular background;

- start non-elevated applications from elevated scripts and batch files (new in v3. 0);

-- handle UAC privilege height under Windows Vista plus above;
